CBSR evidence status glossary: legal force, freshness and review

Read claim class, evidence tier, binding status, source-check dates and decision readiness without turning unknown or historical evidence into approval.

Independent questions require independent fields

An official URL can identify a source without proving that the provision is in force or has been reviewed recently. An enacted Act may contain a section whose commencement is still pending. A historical legal proposition can remain traceable while failing the current decision-use gate. CBSR preserves those distinctions in separate fields.

Read the dates literally

Snapshot generation, legal effective dates, source_last_checked, next_review_due, editorial history and HTML creation are different dates. Missing source checks stay unknown. The 17 October 2026 HTML creation date does not alter the 20 August 2026 dataset or its June legal-analysis base.

Why zero decision-ready records matters

The snapshot counts 46 structural candidates, but currentness and reconciled independent second review are incomplete. Therefore the complete decision-ready count remains zero. Better search visibility and richer schema do not close the legal-review backlog or change the policy evaluator's execution boundary.

Field or conceptMeaning
claim_classWhat kind of claim is made: law versus operational observation.
evidence_tierStrength of provenance; it does not establish legal force.
binding_statusInstrument force: operative, not commenced, policy, proposal, prohibition or no regime.
source_last_checkedDate of an evidenced source check. A page edit date is not a substitute.
review_statusFreshness relative to the explicit as-of date, not an independent legal opinion.
review_stagePrimary and independent second review are separate, recorded events.
structural_candidateA structural inventory filter; 46 candidates in this snapshot.
decision_readyA stricter gate including currentness and reconciled independent review; 0 in this snapshot.
execution_authorizedAlways false at the CBSR decision-support boundary.
