Singapore → Hong Kong SAR stablecoin corridor evidence | CBSR
Read the directed Singapore → Hong Kong SAR corridor, destination gate, class I, source basis and review limitations from the historical CBSR snapshot.
Why direction matters here
The authored SG→HK example is class I in the snapshot, with an HKMA authorisation gate and a separately recorded MAS origin-egress constraint. Institutional cooperation does not remove either issuer's authorisation obligations; formal infrastructure-membership attribution remains a verification-backlog item.
Destination gate: exact snapshot wording
HKMA fiat-referenced-stablecoin licence
Licence required to issue in Hong Kong or to issue an HKD-referenced token; the first cohort is HKD-only and bank-led, so a non-HKD or crypto-native issuer needs a later licence or partnership.Administrator recorded by source: HKMA
Class basis and source dependency
HKMA fiat-referenced-stablecoin licence under Cap. 656.Origin-side constraint
MAS Digital Token Service Provider statement (June 2025): unlicensed Singapore-based operations serving offshore customers are constrained, so the origin co-governs an otherwise destination-gated edge.Directed edge versus undirected pair
The source explicitly distinguishes pairwise interaction sets from this directed edge. Direction-specific interaction sets are A, D
Directed-edge operative interaction sets (Corridor Atlas v0.2.5 §5, read at the destination inbound gate for THIS direction) differ from the undirected pairwise sets (Architecture §5.14). The Atlas generalizes the §5.12/§5.14 undirected pairs into directed edges and re-derives the operative interaction sets per direction; the compatibility CATEGORY agrees, the interaction-set list may differ by direction. This divergence is declared, not silent.

An authored narrative or infrastructure pilot does not certify operational access. The class is a dated research output, not a licence, execution approval or guarantee of settlement availability. Source-review gaps remain visible in the linked jurisdiction records.
